Developement vs Historical Preservation

Lake County has recently been proclaimed "the fastest growing county in
the state". We have all seen the evidence of this fact recently and I
commend the Board of Supervisors for taking the bold steps to insure
that developement is kept in check by reviewing and scrutinizing large
developement projects to avoid the creation of additional residential
and commercial blight. We are all aware of instances in the recent past,
where cultural,historic,and pre-historic resources have been
obliterated due to ignorance and/or financial gain.It is my opinion that
the Board of Supervisors has heard the wish of the public to retain the
rural ambiance of the county while still allowing sensible
developement.Protection of our historic cultural resources must be an
integral part of the general developement plans of all our
communities.We can provide protection of our cultural resources thru a
zoning ordinance that was created some two decades ago by the
county,known as Article 38 of the Zoning Ordinance.This ordinance oddly
enough was created but never utilized by the Board of Supervisor and was
all but forgotten until recently.Article 38 of the counties Zoning
Ordinance not only provides protection for our historical and cultural
resources,but also opens the door to grants for the county and tax
relief for owners of these precious properties.I call on the citizens
involved in Middletown and the Riviera who are at present, creating
developement plans for their communities to seriously consider
implementing Article 38 and to also consider setting up "Historic
Districts" as well as historical designation of individual sites. I also
call on the other communities of the county, who will in the near
future, be creating their own developement plans, to seriously consider
the concepts of historical preservation and designation.It's up to us to
preserve the great western ambiance of the area and protect the historic
and pre-historic sites of our ancestors.
